Kaimo bendruomenių plėtra Plungės rajone

LTVietos gyventojų įtraukimas į bendruomeninę veiklą leidžia geriau pažvelgti į savo kaimo problemas, pamatyti privalumus ir trūkumus bei neišnaudotas galimybes. Tyrimo tikslas - ištirti Plungės rajono gyventojų poreikius, įvertinti bendruomenių veiklos galimybes ir nustatyti kaimo bendruomenių plėtros prioritetus. Plungės rajono kaimo bendruomenių poreikių analizė parodė jų siekį įvairiais aspektais tobulinti veiklą: rengti ir įgyvendinti infrastruktūros tvarkymo, veiklos bei laisvalaikio sąlygų gerinimo, kaimo turizmo, ekologinės žemdirbystės bei kt. projektus. Svarbiausi kaimo bendruomenių partneriai yra vietos valdžios institucijos ir mokykla. Savivaldybė ir seniūnija yra vienas pagrindinių informacijos šaltinių apie įvairių organizacijų rengiamus konkursus, teikia paramą projektams vykdyti, skiria lėšų įvairiems renginiams organizuoti, prisideda prie gyvenvietės infrastruktūros tvarkymo. Mokykla bendradarbiauja su vietos bendruomene socialinėje, kultūrinėje, švietimo, sporto, aplinkos tvarkymo srityse. Bendradarbiavimo su kita rajono bendruomene patirtį turi daugiau nei pusė Plungės rajono kaimo bendruomenių. Kaimo gyventojai geriausiai įvertino bendruomenių veiklą, organizuojant kultūrinius renginius, atstovaujant savo bendruomenei bei palaikant ryšius, ieškant lėšų projektinei veiklai. Daugelio nuomone, bendruomenės prasčiausiai rūpinasi jaunimo laisvalaikio užimtumu. Aktualiausios bendruomenių vadovams problemos - aktyvių narių trūkumas bei kompetencijos stoka. ENInvolvement of local residents into community activities allows for a deeper view of the problems of the own village and seeing the advantages, disadvantages and the unused opportunities. The study aims at an examination of the needs of residents of Plungė district, evaluation of community activity possibilities and identification of rural communities’ development priorities. The analysis of the needs of rural communities of Plungė district showed their striving for development of their activities in different aspects: prepare and implement infrastructure development, activity and leisure time improvement, rural tourism, organic agriculture and other projects. The most important partners of rural communities are local authorities and school. The municipality and the eldership are one of the main sources of information on tenders, arranged by different organizations, they provide support for projects, allocate funds for organization of different events, contribute to improvement of the infrastructure. The school cooperates with the community in the social, cultural, educational, sports and environmental areas. More than half of rural communities of Plungė area have experience of cooperation with each other. The residents gave best appraisal of the community activities in arranging of cultural events, representing the community or supporting the relations when searching for funds for project activities. In the opinion of the most, the communities take worst care of the youth’s leisure. The problems, most relevant for community leaders are the lack of active members and their competence. The most important Plungė area communities’ development priorities are keeping of the cultural and historic heritage, development of the infrastructure and information and encouragement of rural business and occupation.
