Integral economic and cultural space in the European Union : transformations in Central and Eastern Europe

LTStraipsnyje kompleksiškai nagrinėjami sudėtingi ir prieštaringi bendros ekonominės ir kultūrinės erdvės Europoje formavimosi procesai. Pagrindinis dėmesys skiriamas transformacijoms Rytų ir Vidurio Europos šalyse kaip esminiam bendros erdvės visoje Europoje formavimosi veiksniui, pažymint tas transformacijų procesų aplinkybes, kurios lemia įvairių visuomenės sluoksnių ir grupių lygių galimybių sampratos pokyčius bei lygių galimybių principus, išreiškia prioritetines vertybes, kurias siekiama įgyvendinti bendroje ekonominėje ir kultūrinėje erdvėje Europoje. Parodyta, kad lygių galimybių samprata ir realūs gebėjimai jas įgyvendinti charakterizuoja visuomenės brandą bei raidos perspektyvas, tarp jų ir ekonominės raidos perspektyvas. Ypač svarbu, jog transformacijų procesai, per pastaruosius keliolika metų vykę Rytų ir Vidurio Europos šalyse, žymiu mastu išreiškia įvairiuose visuomenės sluoksniuose ir grupėse išryškėjusią požiūrių į lygias galimybes kaitą. Straipsnyje pateikiami bendros kultūrinės erdvės formavimuisi Europoje skirtų tyrimų rezultatai. Išryškinti svarbiausi bendros kultūrinės erdvės požymiai, atskleistos tokios erdvės formavimosi problemos, ypač tos, kurias sąlygoja Europos Sąjungos plėtra bei Rytų ir Vidurio Europos šalyse vykstantys socialiniai ir ekonominiai pokyčiai. Suformuluoti esminiai transformacijų procesų ir Europos Sąjungos plėtros dėsningumai, išryškinti lygių galimybių užtikrinimo dėlei spręstinų problemų sprendimo būdai ir prioritetai. ENThe article presents a complex analysis of sophisticated and contradictory formation processes of integrated economic and cultural space in Europe. It focuses on the transformations in Eastern and Central European countries as the major formation factor of integrated space across Europe indicating the circumstances of transformation processes, which determine the changes of the concept of equal opportunities and principles of equal opportunities of different social sets and groups, expresses underlying values, which are intended to be implemented within integrated economic and cultural space in Europe. It is shown that the concept of equal opportunities and real abilities to implement them characterizes the maturity of society and development prospects, including prospects for economic development. It is extremely important that the processes of transformation, which took place in Eastern and Central European countries over the past several years, to a large extent, express the vicissitude of highlighted attitudes towards equal opportunities in various groups of society. The article presents the study results intended for the formation of integrated cultural space in Europe. Main features of the integrated cultural space have been highlighted, problems of the formation of such space have been revealed, particularly those which are stipulated by the development of the European Union and social and economic changes happening in Eastern and Central European countries. Consistent patterns of fundamental transformation processes and development of the European Union have been formulated and decisional means and priorities of issues concerning the equal opportunities have been highlighted. The article highlights the priorities and singularities of liberalization processes, influence of liberalization on the social development and economic growth has been shown as well.
