Atstovavimo Lietuvai Skandinavijos šalyse problemų svarstymai Lietuvos respublikos seime 1920-1927 metais

LTRemiantis Lietuvos centrinio valstybės archyvo Užsienio reikalų ministerijos fondo (f. 383.), Steigiamojo Seimo, I, II, III Seimų stenogramų medžiaga, taip pat įstatymų dokumentais, publikuotais periodiniame leidinyje "Vyriausybės žinios", bei straipsniais dienraščiuose "Lietuva" ir "Laisvė", nušviečiamas atstovavimo Lietuvai Skandinavijoje problemų svarstymų ir sprendimų priėmimo Seime mechanizmas, apžvelgiami svarbiausių dėl atstovavimo kilusių administracinio ir ekonominio pobūdžio problemų svarstymai Seime, priimti sprendimai ir jų pasekmės valstybių santykiams. Prieinama išvados, kad egzistavo tam tikras atstovavimo Lietuvai Skandinavijoje problemų svarstymų ir sprendimų Steigiamajame Seime, I, II, III Seimuose mechanizmas (Ministrų kabinetas teikdavo įstatymus Seimo prezidiumui, pastarasis perduodavo juos atitinkamoms komisijoms, o jos, pateikusios pataisas - Seimui, ir po trijų "skaitymų" įstatymai būdavo priimami). Dėl atstovavimo Lietuvai kilusių administracinio ir ekonominio pobūdžio problemų svarstymai ir jų aptarimas Seime daugeliu atvejų buvo tik formalumas, o priimti "Skerdyklų ir mėsos priežiūros" bei "Mėsos ir mėsos dirbinių eksporto kontrolės" įstatymai atstovavimo Lietuvai Švedijoje ekonominių problemų dėl nepalankiai susiklosčiusių aplinkybių neišsprendė. ENReferring to the materials of stenographs of the Constituent Assembly, the First, the Second and the Third Seimas, stored in the Fund of the Ministry of Interior of the Central State Archive of Lithuania (f. 383.), as well as to the documents of laws, published in periodical publication "Vyriausybės Žinios" and articles in daily newspapers “Lietuva” and “Laisvė”, the mechanism for discussion of problems, pertaining to representation of Lithuania in Scandinavia and making of the corresponding decisions in Seimas is covered, the discussions of the most important problems of administrative and economic character, which were arising in connection with the representation, the made decisions and their consequences to the relations between the states are overviewed. The conclusion is made that there existed a certain mechanism for discussion of problems, pertaining to representation of Lithuania in Scandinavia and making of decisions in the Constituent Assembly, the First, the Second and the Third Seimas (the Cabinet of Ministers presented the laws to the Presidium of the Seimas, which provided them to the corresponding commissions, which, upon making their comments, provided the laws to the Seimas, and after three “readings” the laws were passed). The discussion of the problems of administrative and economic character, pertaining to representation of Lithuania in Seimas, in most cases was just a formality, and the passed laws on "Supervision of Butcheries and Meat” and “Control of Export of Meat and Meat Products” did not resolve the economic problems of representation of Lithuania in Sweden due to certain unfavourable circumstances.
