Žemės konsolidacija kaip vienas esminių kaimiškųjų regionų subalansuotos plėtros veiksnių

LTEuropos šalių patirtis rodo, kad žemės konsolidacija naudinga ne tik ūkininkams, bet ir kaimiškųjų regionų subalansuotai plėtrai. Atliekant žemės konsolidaciją didinamas ne tik ūkių konkurencingumas, bet ir atsiranda galimybių įgyvendinti kaimo bendruomenės sumanymus, atsižvelgti į regiono ypatumus, aplinkosaugininkų ir kultūros paveldo sergėtojų reikalavimus, užtikrinant kompleksišką teritorijos pertvarkymą. Tačiau tai yra labai sudėtingas procesas, reikalaujantis išsamios analizės, tinkamo teisinio reglamentavimo ir glaudaus žemės savininkų ir valdžios institucijų bendradarbiavimo. ENThe research on the land consolidation impact to the rural regions' sustainable development is really important because the land consolidation is a mean intended not only for the expedient formation of the use of land, but also for the solution of problems which are important both for the local society and for the whole region. Both local inhabitants and governmental institutions which implement the functions of public administration take part in the solution of these problems. The subject of the research is the process of land consolidation in rural regions of Lithuania. The hypothesis of the research is that the process of land consolidation is not implemented effectively because of the problems in the work of institutions which are responsible for the administration of land consolidation as well as because of the drawbacks in the juridical system. The research has been performed by the analysis of theoretical aspects of land consolidation and foreign countries experience comparison with Lithuanian situation, the analysis of the process of regulation of land consolidation and institutional implementation. The results of the research show that the hypothesis was proved and the consolidation is needed as a means of integrated reconstruction of territory for the sustainable development of rural regions and the increase of the region's competitiveness.
