Человеческий фактор в планировании развития регионов : аспект участия общества

LTŠiame straipsnyje analizuojama žmogiškojo faktoriaus svarba regionų plėtotės planavime. Žmogiškasis faktorius analizuojamame kontekste traktuojamas šiais aspektais: kaip viešojo sektoriaus darbuotojų kompetencijų bei gebėjimų svarba identifikuojant bei paisant visuomenės interesų; bei visuomenės dalyvavimo svarba planuojant regiono ateitį. Straipsnio tikslas – atskleisti visuomenės dalyvavimo aspektus regiono plėtotės planavime. Straipsnio problema apibrėžta tokiais klausimais: kiek svarbus visuomenės dalyvavimas planuojant regionų plėtotę, kokia yra visuomenės įtraukimo praktika Lietuvoje. Metodai: mokslinės literatūros analizė, sisteminimas, struktūrizuota apklausa el. paštu, nestruktūrizuota apklausa telefonu. Straipsnyje pagrindžiama žmogiškojo faktoriaus t.y. tiek viešojo sektoriaus kompetencijų ir gebėjimų, tiek visuomenės įtraukimo į regiono ateities planavimą svarba, aptariama Lietuvos problema - vis labiau ryškėjantis atotrūkis tarp visuomenės ir valstybės. Straipsnyje akcentuojama, kad santykiai su visuomene analizuojamame kontekste pirmiausiai turi būti realizuojami regioniniame lygmenyje, ir atskiro regiono gyventojų nuomonės, lūkesčiai, prioritetai kartu su kitais regiono poreikiais pateiktais kaip regiono plėtotės krypčių bei specifinių prioritetų išraiška, toliau turi būti naudojami valstybės lygmenyje. Straipsnyje pateikti apibendrinti tyrimo duomenys apie Lietuvos apskričių regioninės plėtros planų rengimo praktiką įtraukiant piliečius. ENThe article analysis the importance of human factor in regional development planning. The human factor has the following aspects – the importance of the public sector competences and skills in identifying and respecting the public interests; and the importance of the public participation in planning the future of a region. The purpose of the article is to reveal the aspects of public participation in the regional development planning. The problem of the article is defined by the following questions: how important is the public participation in the regional development planning and what is the practise of the public involvement in Lithuania. The following methods were applied: analysis of research material, systematisation, structured survey conducted by e-mail and non-structured survey conducted by phone. The article justifies the importance of the human factor and discusses the problem of an increasing gap between the society and the state in Lithuania. The article emphasises that relationships with the public should be, first and foremost, implemented at a regional level, and views, expectations and priorities of people from individual regions as well as other regional needs articulated as regional development directions and specific priorities should be further used at a national level. The article provides the summarised findings of the survey on the practice of drawing up regional development plans for Lithuanian counties with the participation of citizens.
