Slaptosios tarnybos vieta totalitarinėje SSRS

LTSovietų slaptoji tarnyba buvo viena svarbiausių sistemos atramų. Bolševikai savo politiką formavo remdamiesi ideologija, kurios vienas pagrindinių elementų buvo prievarta. Slaptoji policija komunistų partijai (KP) padėjo įtvirtinti totalitarinį režimą. Tačiau sovietinei slaptajai tarnybai ne tik buvo priskirtos baudžiamosios, represinės funkcijos, bet ir buvo keliami ideologinio ir politinio pobūdžio tikslai. Tai lėmė išskirtinę slaptosios tarnybos padėtį SSRS. Slaptosios tarnybos santykiai su pačia KP buvo permainingi. VČK, GPU ir KGB vykdė KP politiką ir buvo jai pavaldūs; IV deš. tai buvo Stalino kovos su asmeniniais priešais įrankis, kuris buvo panaudotas ir prieš pačią KP. Postalininiu laikotarpiu be represijų, KGB vis dažniau pasitelkia ideologines ir profilaktines priemones, kurios turėjo padėti susidoroti tik su kitaminčiais. 1954-1990 m. KP stiprina partinę ir politinę KGB kontrolę. Partinis ir ideologinis švietimas tapo svarbus ne tik saugumiečių darbinei motyvacijai, bet ir operatyviniam darbui, nes turėjo įtakos darbo metodams, terminijai. Administracinių organų skyrius turi tam tikrų svertų daryti įtaką kadrų sudėčiai. Ideologinis slaptosios tarnybos pobūdis dar labiau išryškėjo okupuotose šalyse dėl jai skiriamų funkcijų bei okupuotos šalies ir jos gyventojų traktavimo. Tai darė įtaką ir KGB veiksmams bei taikytoms priemonėms. LSSR KGB, kaip ir LKP, buvo pagrindinė komunistinio režimo atrama Lietuvoje. Nuo jo pateikiamos informacijos priklausė KP veiksmai. Antra vertus, LSSR KGB buvo nuo vietinės politinės ir partinės valdžios gana nepriklausoma institucija.Reikšminiai žodžiai: Sovietinio saugumo struktūros; SSKP.

ENThe Soviet secret service was among the most important supports of the system. The Bolsheviks formed their politics referring to the ideology, among the key elements of which was constraint. The secret police helped the Communist Party to consolidate the totalitarian regime. However, the Soviet secret service was assigned not only with the punitive and repressive functions, but also with the aims of ideological and political character, which determined the exceptional status of the secret service in the USSR. The relations between the secret service and the Communist Party were changeable. The Cheka, GPU and KGB were subordinate to and executed the politics of the Party: in the thirties they were Stalin’s tool for fighting his personal enemies, which was also used against the Party itself. In the post-Stalin period, apart from repressions, the KGB started to employ ideological and prophylactic measures for dealing with the dissidents. During the time period of 1954-1990 the Communist Party strengthened the political control of the KGB. The party and ideological education became important both for working motivation of the KGB employers and for operation, since it had influence on the working methods. The administrative organs unit had certain possibilities to influence the composition of the staff. The ideological character of the secret service manifested itself even more in the occupied countries due to its functions and treatment of the occupied country and its residents, which also influenced the actions of and measures, applied by the KGB. Lithuanian KGB, as the Communist Party of Lithuania, was the main support of the communist regime in Lithuania. The actions of the Party depended on the information, provided by the KGB. On the other hand, Lithuanian KGB was an institution, to a certain extent independent of the local political and party power.
