Neįgalių žmonių mobilumo bei jų aktyvumo darbo rinkoje galimybių įvertinimas

LTNeįgalių žmonių mobilumo galimybių įvertinimas grindžiamas dvejopu siekiu. Pirma, didesnis neįgaliųjų mobilumas leistų jiems sėkmingiau integruotis į visuomenę, geriau patenkinti savo socialinius buitinius, sveikatos priežiūros poreikius ir išvengti socialinės atskirties. Antra, trūkstant darbo jėgos, gebantys dirbti neįgalieji tampa vis svarbesniu šalies ūkio rezervu, todėl svarbu gerinti neįgalių asmenų integravimo į darbo rinką galimybes. Siekiant įvertinti šiuos du svarbius neįgalių asmenų mobilumo didinimo aspektus, straipsnyje naudojamasi Darbo ir socialinių tyrimų instituto 2007 m. atliktu transporto paslaugų neįgaliesiems poreikio tyrimu, kurio rezultatai atspindi neįgalių asmenų socialinio mobilumo plėtros galimybes. Socialinio mobilumo skatinimas neįmanomas be neįgaliųjų darbo jėgos mobilumo didinimo. Todėl straipsnyje didelis dėmesys skiriamas tiriamos grupės žmonių padėčiai darbo rinkoje įvertinti. Analizuojant neįgaliųjų padėties darbo rinkoje kaitos tendencijas ypač svarbūs statistiniai duomenys, tačiau jų trūksta. Statistikos departamento 2007 m. liepos 27 d. pateiktoje Neįgaliųjų socialinės integracijos 2006 m. apžvalgoje vertinant padėtį darbo rinkoje apsiribojama tik darbo biržos duomenimis. Kitų duomenų šaltinių apie neįgalių žmonių nedarbą nėra, o užimtumo duomenys visai nepateikiami. ENThe evaluation of mobility possibilities of disabled people has two goals. First, greater mobility of the disabled would enable their more successful integration into society, better meeting their social domestic and health care needs and avoiding social exclusion. Second, with the lack of labour force, the disabled people who are able to work have increasingly become an important reserve of the country’s economy; therefore, it is important to improve the opportunities for the integration of the disabled in the labour market. In order to evaluate these two important aspects of increasing mobility for the disabled, the paper refers to the survey on the demand for transport services for the disabled carried out in 2007 by the Institute of Labour and Social Research, the results whereof reflect the opportunities for the development of social mobility of the disabled. Promotion of social mobility is impossible without the increase in labour force mobility of the disabled. Thus, the paper greatly focuses on the evaluation of the situation of the target group of people in the labour market. Statistical data are important for the analysis of the tendencies of the change of the situation of the disabled in the labour market; however, the respective statistics are missing. The Report of Social Integration of the Disabled 2006, provided by the Department of Statistics on 27 July 2007, is limited only to the data of the labour exchange when evaluating the situation in the labour market. There are no other data sources about unemployment of the disabled, whereas the data on their employment are not given at all. Based on the conducted survey, the paper indicates the opportunities for the improvement of the situation of disabled people in the labour market and increase of mobility.
