Sąveikumas teikiant viešąsias elektronines paslaugas

LTStraipsnyje pristatomas 2006 m. balandžio mėnesį Informacinės visuomenės plėtros komiteto prie Lietuvos Respublikos Vyriausybės inicijuotas projektas „Viešojo administravimo institucijų informacinių sistemų interoperabilumo - sistemų sąveikos gebos sukūrimas“. Šio projekto pagrindinis tikslas - iki 2008 m. rudens sukurti viešojo administravimo sektoriaus interoperabilumo uždavinius spręsiančią duomenų mainų platformą, leidžiančią organizuoti ir valdyti duomenų mainus tarp skirtingose technologinėse platformose veikiančių viešojo administravimo subjektų, dalyvaujančių valstybės valdyme teikiant administracines bei viešąsias paslaugas elektroninėje terpėje; sukurti atviruosius standartus palaikantį e. valdžios portalą, kuriame būtų įdiegtos priemonės centralizuotam asmens tapatybės nustatymui, mokėjimų už suteiktas paslaugas valdymui, elektroninių paslaugų užsakymui bei jų teikimo stebėjimui; susieti portalą su duomenų mainų platforma. Įgyvendinus projektą bus sukurti įrankiai elektroninėms paslaugoms teikti „vieno langelio“ principu ir į elektroninę terpę bus perkeltos dvi viešosios elektroninės paslaugos (gyvenamosios vietos deklaravimas ir išmokų skyrimas), padėsiančios įsitikinti sukurtų įrankių veiksmingumu. Taip pat bus reglamentuotas duomenų mainų tarp institucijų procesas, kuris užtikrins elektroninių paslaugų teikimą „vieno langelio“ principu. Be to, bus sudarytos sąlygos paprastesniam ir efektyvesniam paslaugų perkėlimui į elektroninę terpę. Tačiau siekiant sėkmingai panaudoti projekto rezultatus ir įgyvendinti „vieno langelio“ principą, būtinas kuo platesnis viešojo administravimo institucijų, įstaigų ir kitų subjektų dalyvavimas.

ENThe Information Society Development Committee, under the Government of the Republic of Lithuania initiated the Creation of Interoperability Between Public Administration Institutions project. The purpose of the project is to create an interoperability (data exchange) platform for institutions and a portal enabling the central identification of civil and legal persons, payment functionality, an environment of communication with clients, etc [...] The objectives of the project are: - to introduce the tools which will allow the organization and management of data exchange in the various technological environments between the information system entities that functionally participate in the management of government and the delivery of electronic public services , i.e. those that implement the interoperability - by means of open standards and its architecture, to create an e-government portal, in which software exists for centralized identity and its authenticity, the monitoring of the service delivery process, and to manage the services of clients and the recording of services that are implemented - to integrate the portal with a single integrated environment for data exchange with the entities that are accountable for the delivery of electronic public services After the completion of this project, the results will positively affect the various fields of public life. Possibilities for the modernization of government management will be created - the state administration entities, having expeditious access to the state registers and other data, can better prepare well-grounded draft decisions, more precisely foresee their possible effects, and deliver better services for the citizens and business.
