Civilinės karinės tvarkos komisijos ir Lietuvos Didžiosios Kunigaikštystės miestai Ketverių metų seimo laikotarpiu

LTTyrimo objektas yra Lietuvos Didžiosios Kunigaikštystės valstybės valdymo aparato stiprinimo problema ir šio aparato santykis su miestais Ketverių metų seimo laikotarpiu. Siekiant deramai apibūdinti šią problematiką, reikia atkreipti dėmesį į XVIII a. Europoje vykusį teisinės ir administracinės unifikacįjos gilėjimo procesą. Įvairiose Europos absoliutinėse valstybėse tuo metu buvo pradėtos vykdyti valstybės centralizavimo reformos. Atidžiai išnagrinėjus išlikusias Lietuvos Didžiosios Kunigaikštystės pavietų civilinių karinių tvarkos komisijų knygas paaiškėja magistratų ir civilinių karinių tvarkos komisijų tarpusavio santykiai. Jie tikrai nebuvo palankūs, nes šių organų veiklos sritys sutapdavo, dėl ko kildavo nesusipratimų. Civilinių karinių tvarkos komisijų rūpinimasis miestais nebuvo kompleksinis. Komisijų kišimasis į miesto bendruomenių reikalus pirmiausia apsiribojo einamaisiais finansinio pobūdžio aspektais. Bet tai lėmė prioritetinė valstybės užduotis rinkti mokesčius ir su tuo susiję klausimai: reikėjo sutvarkyti miestų bažnytinę statistiką, pravesti liustraciją ir parengti mokesčių tarifus. Su šiomis užduotimis komisarai pakankamai gerai tvarkėsi. Pozityvus buvo komisijos siekis palaikyti viešąją tvarką ir kontroliuoti gyventojų judėjimą, bandymai sutvarkyti sveikatos apsaugos sferą ir miesto sanitarinę ir higieninę būklę. Sunkiai sekėsi spręsti miestų prievolių kariuomenei problemą. ENThe subject of the study is the problem of strengthening of the state governance apparatus of the Grand Duchy of Lithuania and the relation between the apparatus and the towns during the period of the Four – Year Sejm. In order to characterize the problem in an appropriate manner, the attention must be drawn to the process of deepening of the legal and administrative unification, which occurred in Europe in the 18th century. In different absolute European states the state centralization reforms were commenced to be executed at the time. Upon a thorough examination of the remaining books of the civil military order commissions of the districts of the Grand Duchy of Lithuania the relations between the magistrates and civil military order commissions can be elucidated. They were far from friendly, since the areas of activities of the two organs were overlapping, which resulted in disagreements. The care of towns, taken by the civil military order commissions was not complex. Their intervention into the affairs of the town communities was first and foremost limited to the current financial aspects, which, however, resulted in the priority task of the state to collect taxes and the relating issues: the need to manage the church statistics of the towns, perform the lustration and prepare the tariffs of the taxes. The commissioners performed the said tasks quite successfully. The commissions’ attempts to keep the public order, control the residents’ movement and manage the health care area and the towns’ sanitary and hygiene situation were also positive. More difficulties were faced when resolving the problem of the towns’ army liabilities. In addition, the attempts to repair the neighbourhoods and streets, densely built with wooden buildings and to regulate the prices were not successful.
