ENThis study aims to evaluate the current situation of small and medium enterprises in Lithuania and to forecast their prospects for development in the future. The study performs a historical analysis of SME activities with regard to changes in the number of these enterprises, their distribution in counties, as well as the dynamics of newly registered and unregistered companies. The study also analyses the number of employees in SMEs and their distribution in enterprises of different sizes. The importance of SMEs to the Lithuanian economy is reflected in the value added created by these companies, as their share in the Lithuanian value added is increasing every year. The growing share of SME exports emphasises the international competitiveness of these enterprises. However, it must be noted that the base of SME exports consists of trade in vehicles and other goods, i.e. trade in goods that they do not produce. The other part of the study is devoted to the evaluation of the business development problems of SMEs and presents a series of surveys performed in 1997-2006. Whereas the lack of current assets was named as the main problem in 1997, the low purchasing power of consumers became the main problem in 1999-2001. The survey performed in 2005 shows that high taxes remain the main business development problem. The heavy competition and the rising fuel costs were the other two important criteria.Problems related to the recruitment of qualified employees and the growing personnel maintenance costs rose to prominence in the SME survey performed in 2006. Future analyses of SME development problems should particularly focus on the preparation of a new survey instrument. The questionnaires currently used do not give an objective view of the enterprise's internal problems that influence business development. In analysing SME activities, it is important to foresee the business development prospects of these enterprises. An econometric model was created for the project "Development of a Regular Small and Medium Business Research and Monitoring System", commissioned by the Lithuanian Business Employers' Confederation. Panel data modelling technology was used in the econometric model. The econometric model of SME consists of five equations: the number of employees in SME, the aver-age gross wage in SME, the material Investments in SME, the value added created by SME, and the SME profit before tax. The SME business development forecasts are based on the assumption that the relative indicators will preserve similar growth tendencies over time, the relations formed in 2000-2005 will remain the same, and the general economic indicators of the country will not significantly deviate from the forecasts made by the Ministry of Finance on March 15, 2007.
