Lietuvos savivalda: savarankiškos visuomenės link?

LTTeritorinės reformos [...] žlugus sovietiniam režimui, įtvirtino Vakarų Europos institucijų modelio principus, besiremiančius politine demokratija ir vietos savivalda. Reformų kūrėjai vadovavosi Europos vietos savivaldos chartija, kurią 1985 metais patvirtino Europos Taryba [...] Lietuva šiandien iš kitų šalių išsiskiria vietos savivaldos institucijų silpnumu, mažu decentralizacijos laipsniu ir neužbaigta teritorine administracine reforma. Stipri vietos savivalda - neatsiejamas brandžios demokratinės valstybės elementas. Centrinės ir vietos valdžios santykis - vienas iš demokratiškumo rodiklių. Europos vietos savivaldos chartija [...] įpareigoja šalis laikytis pagrindinių taisyklių, garantuojančių politinį, administracinį bei finansinį vietos valdžios savarankiškumą. Nors Lietuvoje savivaldą reglamentuojanti teisinė bazė yra pakankamai suderinta su Europos vietos savivaldos chartijos nuostatomis, vietos savivaldą būtina plėtoti, derinti [...] centrinės ir vietos valdžios santykius. Studijoje savivaldos būklė Lietuvoje yra nagrinėjama sociologijos, visuomeninės geografijos ir teisės požiūriais. Darbe apžvelgiama vietos savivaldos samprata, savivaldos principai, jos įgyvendinimo mechanizmai bei vietos savivaldos institucijų vaidmuo demokratinėje visuomenės raidoje. Kitų šalių vietos savivaldos modelių analizė, išskirtinį dėmesį skiriant Vidurio Europos šalims, turinčioms bendrą su Lietuva istorinį palikimą, leidžia atskleisti decentralizacijos proceso raidą ir vietos savivaldos sistemų įvairovę. Studijoje pateikiamos rekomendacijos kokia turėtų būti vykdoma viešoji politika. Lietuvos vietos savivaldos būklės analizė rėmėsi kokybiniais ir kiekybiniais moksliniais tyrimais, kurie apėmė socialinių subjektų, dalyvaujančių vietos savivaldoje, apklausa ir dvi reprezentatyvias Lietuvos gyventojų apklausas. ENTerritorial reforms, implemented after the collapse of the Soviet regime, embedded the principles of the model of Western European institutions, based on political democracy and local self-government. Reformers adhered to the European Charter of Local Self-Government, adopted by the Council of Europe in 1985. Today, Lithuania distinguishes among other states by weakness of local self-government institutions, low decentralisation and an incomplete territorial administrative reform. Strong local self-government is an inseparable element of a mature democratic state. The ratio of central and local government is one of democracy indicators. Under the above-mentioned Charter, states parties to the Charter undertake to respect the main rules, ensuring political, administrative and financial independence of local authorities. Although the legal base, regulating self-government in Lithuania, is sufficiently harmonised with the provisions of the Charter, it is necessary to develop local self-government, coordinate relations between central and local authorities. The study analyses self-government in Lithuania from sociological, socio-geographical and legal perspectives.The concept of local self-government, self-government principles, its implementation mechanisms and the role of local self-government institutions in the development of democratic society are reviewed. The analysis of other states’ self-government models by particularly focusing on the countries in Central Europe, having a common historical legacy with Lithuania, reveals the development of the decentralisation process and the diversity of local self-government systems. The study contains recommendations about a public policy to be implemented. The analysis of the situation of Lithuanian local self-government was based on qualitative and quantitative scientific research, including the survey of social entities, participating in local self-government, and two representative surveys of the Lithuanian population.
