Dovanotam arkliui į dantis nežiūri? : Lietuvos derybos dėl Europos Sąjungos 2007-2013 metų biudžeto
LTIš visų pirmųjų trejų Lietuvos narystės Europos Sąjungoje metų klausimų derybos dėl Europos Sąjungos 2007-2013 m. biudžeto (vadinamosios finansinės perspektyvos) buvo vienas iš svarbiausių ir sudėtingiausių klausimų tiek Lietuvai, tiek kitoms ES šalims narėms. Pradėdama derybas, Lietuva šiuo klausimu jau turėjo tam tikros su narystės ES sąlygomis susijusios derybų patirties, tačiau į ES stojančios valstybės dar neturėjo balso (veto) teisės. Straipsnyje atskleidžiama šių 2004-2005 m. vykusių derybų dinamika ir bandoma atsakyti į klausimą, kodėl, nepaisant nepalyginti didesnių galimybių, derybos Lietuvai baigėsi iš esmės pagal stojimo į ES scenarijų. Taip pat nagrinėjamos galimos ES biudžeto peržiūros kryptys ir modifikavimo galimybės. Straipsnį sudaro šešios dalys. Pradžioje aptariami derybų dalyviai, koalicijos ir galutinį sprendimą nulemiantys veiksniai. Toliau analizuojama Lietuvos derybų pozicijos raida ir derybų rezultatai, taip pat pamokos bei išvados ateičiai. Galiausiai aptariami tikėtini būsimojo ES biudžeto pajamų ir išlaidų sudarymo principai ir galimi Lietuvos interesai. [Iš leidinio]
ENThe negotiations regarding the budget of the European Union for the time period of 2007 – 2013 (the so-called financial prospects) was one of the most important and complicated issues to Lithuania and all the other EU Member States out of all the issues, which have arisen during the first three years of the membership of Lithuania in the European Union. When commencing the negotiations, Lithuania already had certain experience, gained in negotiations of conditions of its membership in the EU, however the new EU Member States still did not have the voting/veto rights. The article reveals the dynamics of the negotiations, which were held in 2004-2005 and attempts to answer the question why, despite much bigger possibilities, the negotiations, in essence, resulted in regard to Lithuania according to the EU accession scenario. In addition, the article examines the possible directions of the revision of the EU budget and the modification possibilities. The article includes six parts. In the beginning the participants of the negotiations, coalitions and the factors, which determined the final decision, are discussed. Then the development of Lithuania’s negotiating position, the results of the negotiations, the lessons learned and the conclusions for the future are analyzed. Finally the possible principles for formation of costs and revenues of the future EU budget and the potential interests of Lithuania are discussed.
