Prognozavimo metodų taikymas politikos moksluose

LTStraipsnyje aptariamos prognozavimo metodų taikymo politikos moksluose galimybės. Teigiama, kad prognozavimas turėtų būti pageidaujamas bet kurios politinės problemos analizės tęsinys, taip būtų praplečiami bendrieji politikos mokslų uždaviniai – šalia pastangų „suprasti“ bei „aiškinti“ politinius reiškinius, derėtų juos ir „prognozuoti“. Autoriai aptaria prognozavimo tyrimų plėtrą ir jų metodų įvairovę, teigia, kad politikos moksluose ir ypač tarptautinių santykių problemų tyrimuose dažniausiai taikomi scenarijų kūrimo metodai. Straipsnyje pabrėžiama, kad prognozavimo ir scenarijų funkcijos apima ne tik akademinį, nešališką ateities alternatyvų modeliavimą, bet ir galimybę pasiūlyti politinių sprendimų priėmėjams, kaip siekti geriausio rezultato, atsižvelgiant į svarbiausius galimų scenarijų kintamuosius. Iliustruojant scenarijų modeliavimo ir taikymo galimybes, ieškant tinkamiausios užsienio politikos strategijos, straipsnyje pateikiami tolesnės ES integracijos scenarijai ir Lietuvai parankiausio scenarijaus pasirinkimo principai. ENThe article discusses the possibilities of application of the methods of forecasting in political sciences and states that forecasting should be a desired continuation of analysis of any political problem, thus expanding the overall tasks of the political sciences, i. e. to “forecast” the political phenomena apart from the attempts to “understand” and “explain” them. The authors discuss the development of studies of forecasting and the diversity of their methods and state that in the political sciences and especially in the studies of problems of international relations the scenario development methods are most frequently applied. The article stresses that the functions of forecasting and scenarios cover not only the academic and impartial modeling of the future alternatives, but also the possibility to suggest the makers of political decisions the ways for achieving the best result, taking into consideration the most important variables of the possible scenarios. By illustrating the possibilities of modeling and applying scenarios, searching for the most suitable strategy for foreign policies, the article provides the scenarios for the further EU integration and the principles for selection of the scenario, best suiting Lithuania.
