Darbo aplinka Baltijos šalyse: problemos ir sprendimai

LTStraipsnyje nagrinėjamos darbo aplinkos reguliavimo problemos Europos Sąjungos šalyse, pagrindinį dėmesį skiriant Baltijos šalims, svarstomi galimi tokių problemų sprendimai. Vertinami Europos Sąjungos naujųjų šalių empiriniai duomenys, atitinkantys darbo aplinkos rodiklius. Kokybiniai ir kiekybiniai duomenys rodo darbo aplinkos blogėjimą. Jie yra svarbūs rengiant atitinkamas Europos Sąjungos strategijas, skirtas užtikrinti Europos integracijos ir socialinio suderinamumo tikslų įgyvendinimą ilgu laikotarpiu. Daroma prielaida, kad Europos Sąjungos naujųjų šalių valdymo organams gali pritrūkti gebėjimo įgyvendinti šiuos tikslus, šalims tapus visateisėmis narėmis. Ypač šalių politinis ir verslo elitas būna priešiškai nusiteikęs darbų saugos atžvilgiu. Be to, ir įtakingi išorės veikėjai, atrodo, yra linkę palaikyti skirtingas profesinės sveikatos ir saugos normas naujosiose šalyse. Aptariama Europos Sąjungos profesinės sveikatos ir saugos strategija, taip pat siūlomosios naujoviškos darbo aplinkos reguliavimo strategijos. Ypač kritiškai vertinami Europos Komisijos siūlomi taikyti profesinės sveikatos "švelnūs įstatymai" dėl jų tinkamumo naujosioms šalims. ENThe article examines the problems of regulation of labour environment in the European Union Member States, dedicating the main attention to the Baltic States, discusses the possible solutions to the said problems and evaluates the empirical data of the new European Union Member States, corresponding to the indicators of the labour environment. The quantity and quality data show the deterioration of the labour environment. They are important for preparation of corresponding strategies of the European Union, intended for ensuring the implementation of the aims of the European integration and social cohesion in the long-term perspective. The assumption is made that the governing bodies of the new European Union Member States may lack the abilities to implement the said objectives after such countries become full-fledged Member States. The political and business elite of such countries is especially hostile towards labour safety. In addition, influential external players are inclined to support different norms of occupational safety and health in the new Member States. The strategy of professional safety and health of the European Union and the suggested innovative strategies for regulation of the working environment are discussed. The “moderate laws” on the occupational health, suggested to be applied by the European Commission are valued especially critically in regard to their suitability for the new Member States.
