Lietuvos referendumas dėl narystės Europos Sąjungoje

LTLietuvos referendumas dėl narystės Europos Sąjungoje kėlė didelį susidomėjimą ir akademine, ir politinių padarinių prasme. Įsitraukusi į "ketvirtosios plėtros bangos" 2003 m. referendumų "domino strategiją". Lietuva, visuomenės nuomonės apklausose demonstruojanti didelį pritarimą eurointegracijai, organizavo referendumą viena pirmųjų. Tuo buvo siekiama pozityvaus jo poveikio euroskeptiškesnėms valstybėms. Organizuojant referendumą pasireiškė būdingos tokiais atvejais elito politinės manipuliacijos dėl referendumo institucionalizacijos: teisinės taisyklės buvo nuosekliai švelninamos, bet galų gale išliko griežčiausios ir rizikingiausios, palyginti su kitomis "ketvirtosios plėtros bangos" valstybėmis; tam darė įtaką sinchronizacijos su kitu referendumu (dėl Konstitucijos keitimo) tikimybė bei ryžtinga piliečių valia spręsti eurointegracijos klausimą teisiškai įpareigojančiame referendume (sutapusi su bendra "ketvirtosios bangos" valstybių tendencija); taip konstituciškai fakultatyvus referendumas tapo privalomas pagal įstatymą ir teisiškai įpareigojantis. Analogiškame Vengrijos referendume pasireiškusi rinkėjų apatija dramatizavo situaciją ir papildomai suaktyvino Lietuvos visuomenę "kultūrinėms" paramos eurointegracijai interpretacijoms.Vyriausybės organizuota kampanija buvo orientuota veikiau į bendrą pritarimą eurointegracijai, pabrėžiant nacionalinį saugumą ir europietiškąją tapatybę, negu į dalinius argumentus, ir, esant giliam pagrindinių partijų sutarimui, aktyviam populiarių institucijų - žiniasklaidos ir Bažnyčios - įsitraukimui bei menkai susiorganizavus euroskeptikams, išsirutuliojo ne į politines varžybas, o į reklaminę agitacinę kampaniją, peraugančią į propagandą, balansuojančią ant įstatymo pažeidimo ribos. Referendumo eigos peripetijos bei jo rezultatai - maksimali aktyvi parama teiginiui TAIP, palyginti su visomis kitomis "ketvirtosios bangos" valstybėmis - teikia naujos vertingos medžiagos "elitocentristinėms", "racionalaus pasirinkimo", "ideologinėms. ENThe referendum regarding the membership in the European Union, arranged in Lithuania, raised significant interest both in the academic sense and in terms of political consequences. Upon its involvement into the “domino strategy” of referendums of the “fourth wave of expansion” in 2003, Lithuania, which, in the public opinion polls, demonstrated a high approval of the European integration, was among the first to arrange the referendum, aimed at communicating positive influence to the more Euro-skeptical states. When arranging the referendum the political manipulations regarding the institutionalization of the referendum by the elite, which are characteristic of similar cases, were rather prominent: the legal rules were consistently softened, however, eventually they remained the most strict and risky, compared to other states of the “fourth wave of expansion”, which was influenced by the probability of synchronization with another referendum (regarding amendments to the Constitution) and the firm will of the citizens to resolve the issue of the European integration by a legitimately binding referendum (which coincided with the common trend in the “fourth wave” countries), thus, constitutionally optional referendum became mandatory according to the law and legally binding. The apathy of voters, which was also observed in the analogical referendum in Hungary, dramatized the situation and additionally activated Lithuanian society for a certain “cultural” interpretation of the support of the European integration.
