ENThe article overviews the implementation of the New Public Management as a direction of public sector reforms, analyses the relationship between the New Public Management and values of sociality, which include creation of the civil society and formation of social policy responsive to citizens’ needs, discusses the perspectives and conditions for the New Public Management in Lithuania. The conclusion is made that the implementation of the New Public Management will be successful only if reforms in the public sector are related to the development of social trust in the society and the implementation of social policy. The article grounds the following statements: 1. Social trust is closely related to moral responsibility and civic consciousness. A society that is distinguished by a high degree of social trust and the members of which feel moral responsibility and commitment to citizenship may be called civil society. 2. Social trust is significant for a successful implemen tation of the New Public Management, because it decrea ses the transaction costs which arise when the New Pub lic Management is practiced. 3. The implementation of the traditional welfare state and social policy in the Western countries at the end of the twentieth century faced some obstacles because of the challenges of globalization. Attempts to overcome them were made by reinventing social protection and strengthening the managerial approach to social administ ration. 4.The argumentation of conservatives and liberals that the welfare state should be replaced by the community without the state doesn’t take into account the fact that the society is not mature enough in the civic sense to provide welfare to its members.5. The goal of the social policy should be to decrease the exclusion and to guarantee the satisfaction of basic human needs by using the means of the New Public Ma nagement. The well known Maslow’s hierarchy of basic human needs includes physiological, security, social, res pect, and self-actualization needs. 6. Social policy should be targeted to decreasing the exclusion of different levels of society by both including the marginal groups into society and strengthening the social ties among society members. 7. The New Public Management could be used by carrying out social policy and providing social services more effectively. 8. The implementation of the New Public Manage ment without paying enough attention to social policy, the development of social trust and creation of civil so ciety will be unsuccessful due to the lack of social sup port and high transaction costs. 9. There are favourable conditions to implement the New Public Management in Lithuania, because here the traditions of the continental European administrative law are not deeply rooted. 10. Combining the New Public Management with the social policy that helps to create civil society could posi tively influence the development of the Republic of Li thuania in the twenty first century.
