Viešojo ir privataus sektoriaus partnerystės koncepcija ir jos įgyvendinimo patirtis Lietuvoje

LTStraipsnyje analizuojama viešojo ir privataus sektoriaus partnerystės koncepcija bei jos įgyvendinimo geroji patirtis Lietuvoje. Kadangi viešojo ir privataus sektorių partnerystės įgyvendinimas Lietuvoje tyrinėtas mažai, todėl pasigendama išsamesnės viešojo ir privataus sektorių partnerystės analizės. Svarbu ir tai, kad daugelis mokslininkų (Dūda, 2010; Viršilienė, 2010) teigia, jog viešojo ir privataus sektoriaus partnerystės gana menką populiarumą nulemia nepakankamas centrinės valdžios dėmesys bei teisinės bazės spragos, taip pat patirties trūkumas valdant projektus bei ankstesnių bandymų nesėkmės. Reikėtų pridurti ir tai, kad viešojo ir privataus sektoriaus partnerystės projektų įgyvendinimas visiems su projektu susijusiems subjektams yra sunkus ir daug atsakomybės reikalaujantis procesas. Galima daryti prielaidą, kad ir tai prisideda prie viešojo ir privataus sektoriaus partnerystės menko populiarumo. Taigi, siekiant detaliai išanalizuoji viešojo ir privataus sektoriaus partnerystės koncepciją bei gerąją įgyvendinimo patirtį Lietuvoje, bus atlikta mokslinės literatūros, teisės aktų analizė. ENPublic and private sector partnership implementation in Lithuania has not been thoroughly studied yet. Because of this reason in this article will be examined the conception of public and private sector partnership and good practice of its implementation in Lithuania. In order to achieve this goal scientific literature, statistical data and good experiences were analyzed. It is important to note that the need of public and private sector partnership appears because of limited financial abilities of the public sector as well as the need of expanding public infrastructure and public services. Partnership between public and private sectors can be defined as a process, during which an institution of the public sector and an organization of the private sector agrees to cooperate for a long period of time by providing public services or developing infrastructure. However, each project realization of public and private sector partnership is a difficult process which requires taking up much responsibility. One of the most important elements in seeking to create successful practice of public and private sector partnership in the country is making suitable legal base. Then comes the preparation for the project before its starting point, the correct and for all project participator suitable supervision during the project. In any case it is very important to encourage the partnership expansion between public and private sector in Lithuania, because successful projects are beneficial for the whole country.
