ENNobody reported or analysed the municipal elections in 1990. Official information about the results of the 1990 municipal elections in the national media was very fragmentary. The reconstruction of the results of the 1990 municipal elections fill in this gap. Very few scholars barely mentioned these elections. Algis Krupavičius and Robertas Pogorėlis (2004, 269) referred to overall results and Richard Krickus (1997, 307) wrote of the 20 per cent fall of the electoral turnout in the 1995 local elections compared with the 1990 municipal elections. It still remains a known unknown about the winners of the municipal elections in early 1990. The aim of the article is to estab lish the results of the 1990 local elections. The data came the national and especially local media. This analysis attempts to ascertain the electoral results in the “upper level” of the elections, that it, in the cities and districts of the “national” level. [Extract, p. 132]
