ENThe self-government of Lithuanian cities and towns, in addition to the wider political awareness and organisation of the population, began to take shape at the end of the First World War and with the withdrawal of the German occupation army. During the inter-war years, the formation of self-government institutions and their specifics were influenced not only by relations with neighbouring countries and their attitude towards Lithuanian statehood, but also by various cultural, social, political and demographic aspects. The formation of the self-government of Palanga began after 31 March 1921, when Lithuania regained Palanga. Therefore, it avoided the difficulties that other Lithuanian municipalities experienced in 1918-1919. Taking into account the number and area of Palanga’s population, it was designated to the volost level and annexed to the nearby Kretinga district, which, in addition to Palanga, consisted of eleven other volosts. Palanga was the smallest volost in the district. As the organisational structure of Kretinga district self-government has already been created, the district government, in accordance with accepted practices, appointed a temporary board of the newly established Palanga municipality, appointing Alfonsas Okuličius as the head of Palanga. The board operated very briefly, from 11 April 1921 to 25 June of the same year, as its main task was to take care of the first democratic electoral matters of the municipality.This article, based on archive resources, reveals the process of establishing (developing) the Palanga municipality self-government and analyses its activities in 1921-1932. The circumstances of the formation of the Palanga municipality, the processes of formation and activity, the persons who influenced the processes and the most significant political events of that time, which in one way or another influenced the welfare of the municipality, are analysed. The elections of municipal councils and boards were analysed, lists of council members were drawn up, these lists were analysed in terms of ethnic composition, age, and education. Palanga was the most important Lithuanian resort during the inter-war years, its administration and maintenance were performed by several institutions in various periods, therefore the relationship between the Palanga municipality and the institutions organising and supervising the activities of the resort were analysed. Most of the data used for the research consists of documents from the Lithuanian Central State Archive and the family archive for a significant number of years of Feliksas Paulauskas, the head of Palanga.
