Integral European cultural space and regional development : transition processes in the Baltic and other CEE countries

LTStraipsnyje kompleksiškai nagrinėjami sudėtingi ir prieštaringi bendros kultūros erdvės Europoje formavimosi procesai. Pagrindinis dėmesys skiriamas transformacijoms Rytų ir Vidurio Europos šalyse kaip esminiam bendros kultūros erdvės visoje Europoje formavimosi veiksniui. Ypatingai pažymimos tos transformacijų procesų aplinkybės, kurios atspindi socialinės ir ekonominės raidos tempų bei tendencijų darną. Parodyta, jog transformacijų aplinkoje kinta vertybės, kurias siekiama įgyvendinti bendroje kultūros erdvėje Europoje. Transformacijų situacija nagrinėjama atsižvelgiant tiek į bendruosius kultūros erdvės Europoje pokyčius, tiek ir į specifinius transformacijų Rytų ir Vidurio Europoje, tame tarpe – Baltijos regione, ypatumus. Straipsnyje pateikiami bendros kultūros erdvės formavimuisi Europoje skirtų tyrimų rezultatai. Išryškinti svarbiausieji bendros kultūros erdvės požymiai, atskleistos tokios erdvės formavimosi problemos. Suformuluoti esminiai transformacijų procesų bei Europos Sąjungos plėtros dėsningumai. Straipsnyje pateikiami pasiūlymai, skirti spręsti problemas, kylančias formuojantis bendrai kultūros erdvei Europoje.Tokių priemonių tarpe ypač veiksmingomis laikytinos tarpusavyje suderintų nacionalinių ir tarptautinių programų, skirtų plėtoti bendrą kultūros erdvę Europoje, parengimas ir įgyvendinimas. ENThis article examines the complex and contradictory formative processes of the shared European cultural space. The main focus is on transformations in Central and Eastern Europe countries as a factor in its formation. Particularly emphasised are the circumstances of the transformation process, which reflect tendencies of social and economic development. It is shown that in an atmosphere of change the values that were being fomented in the shared European cultural space have changed. The transformations are studied taking account of the characteristics of common changes in the European cultural space, as well as specific transformations in Central and Eastern Europe, including the Baltic region. The article presents the results of studies on the formative processes of the shared European cultural space. It clarifies the most important features of the shared cultural space and talks about the problems of its formation. It formulates the principles behind the basic transformation processes and the expansion of the European Union. The article offers suggestions on how to solve the problems arising from the formation of a shared European cultural space. The solutions considered to be most effective are those for preparing and implementing mutually coordinated national and international programs for the further development of the shared European cultural space.
