LTStraipsnyje analizuojami Vilniaus miesto policijos kaip reikšmingo faktoriaus, darančio įtaką savivaldos funkcionavimo perspektyvai, raidos pagrindiniai probleminiai aspektai. Aiškinamasi, kaip Rusijos imperijos miestų policijos organizaciniai principai buvo pradėti taikyti Vilniaus mieste. Teigiama, kad policija, disponuodama plačiomis ir aiškiai neapibrėžtomis kompetencijomis, ribojo savivaldos savarankiškos veiklos galimybes ir sudarė palankias sąlygas per trumpą laiką Vilniaus gubernijos valdymo institucijoms užtikrinti visapusišką miesto savivaldos institucijos - magistrato veiklos kontrolę. ENThis article examines the changes in the Vilnius City Police in the late 18th-early 19th centuries when the police were reorganized according to the Russian Empire’s principles. It discusses how the police have limited the possibilities for autonomous functioning of the municipality and created favorable conditions for the Vilnius Governorate to ensure full control over the activities of the city’s municipal institutions, i.e., the Magistrate’s Office and the Duma. The city police force had several priority areas of activity: firstly, it ensured the promulgation and implementation of the orders and decrees of the Russian Imperial authorities, as this function was considered by the authorities to be the main condition for the maintenance of law and order and public peace in the city. Secondly, it controlled the taxes and duties of the townspeople, and the maintenance of the town’s infrastructure - fire-fighting and sanitary care, which included, to a large extent, provision for all the needs of the Russian military deployments.
