LTTyrimo tikslas – nustatyti Jùrbarko r. Viešvilės seniūnijos tipą ir parengti gyvybingumo ir konkurencingumo stiprinimo scenarijų bei veiksmų planus. Tyrimo uždaviniai: 1. Apžvelgti užsienio šalių patirtį tipizuojant kaimiškas vietoves ir vertinant jų gyvybingumą. 2. Pritaikyti hinterland vietovių gyvybingumo valdymo modelį Jurbarko r. Viešvilės seniūnijos atvejui. 4. Nustatyti Jurbarko r. Viešvilės seniūnijos vystymosi stiprybes ir silpnybes bei varomąsias jėgas. Šiame straipsnyje bus pristatyta dalis „Hinterland“ projekto rezultatų, kurie buvo sukurti Aleksandro Stulginskio universiteto mokslininkų kartu su Viešvilės seniūnijos bendruomene. Siekiant naujų perspektyvų, realių vystymosi galimybių, nustatant ateities vizijas buvo ypač svarbu suteikti galimybę vietos gyventojams pasisakyti ir dalyvauti kuriant scenarijų, veiksmų planus. Dėmesio centre buvo esminiai elementai: vietovės vystymosi krypčių, tendencijų ir efektyvios politikos bei strategijų apgalvojimas, bendruomeniškumo formavimas. [Iš straipsnio, p. 2368]
ENThe present article has been prepared by supplementing the results of the research done in 2005–2007 under the International Hinterland Project “Spatial Development of the Rural Region Potential Solving Development Problems” . The participatory research method applied includes the analysis and assessment of the vitality of Viešvilė, the identification of opportunities for overcoming the decline and development of the rural area, and the formation of an innovative approach to rural development management. New methods of research, analysis and assessment of the vitality of the area have been applied, management based on good practice, solutions that have proved their worth in another space and time. The application of the research together with other social innovation technologies–partnership principles, community informatics–helped to assess the vitality of Viešvilė in comparison with other pilot areas of the Hinterland project. Viešvilė is attributed to the type of areas of medium vitality, unstable economic and social structure, the community of which is still looking for activities that strengthen the identity of the area, developing community spirit. The current demographic situation of the rural population is moderately favourable for the development of the area, and the proportion of the young and elderly population is unbalanced. The elderly population is higher than average, the number of young people is decreasing; neighbouring homesteads are not connected by family ties, so there is a risk of homesteads being emptied.Opportunities of local people are insufficiently used, development of skills to manage rural change and act proactively are slow. The public sector has both economic and social problems that need to be addressed in an innovative way. Public institutions should take care of the marketing of the area and the improvement of its image. The community and farmers in their traditional activities should constantly think about diversification of activities, creation of added value, integration of activities and resources, and practical activities to strengthen the local economy and the vitality of development.
